I've had a balky 2 tube fluorescent in my office since we moved in, never really worked right, even with a change of bulbs. This kit had it up and running in about 15 minutes. It is brighter, and is instant on something the old bulbs seldom did. Replacing the entire fixture would have required a repair to the surrounding ceiling, so this is a very practical and elegant solution. I doubt the bulbs will need replaced in my lifetime.
